Here's how you can become a secret agent......
1. First, regester to Club Penguin
2. Second, Click on the badge in the top right screen ( I think )
3. Third, Wait thirty days like it says and come back to it and Ta-da you are now a secret agent!
4. Enjoy being a new secret agent for the EPF! :D
